i have seen ICP fuses on the prcb shared with fuser and IU, you get the error on boot i assume? try swapping the IU, could be false error triggered.
also have you tried firmware?

are you an authorized dealer? ive had unrecoverable errors on bh25s and c35s and SSD has replaced the machines with 3110s (refurbished) but got rids of the sore thumb.
i would check wall voltage, neutral to ground.
only because you didnt say so, did you try:
This mode clears the service call. Clear the warning when the trouble is settled. If fuser warming up
error is settled, turn the machine OFF and ON following this operation.
1. Press <Setting>, <*>, <4>, <5>.
2. Press [Yes].

Not a power issue, tried a different Bizhub 25 and worked fine.

Also did the *45 reset and still same error
