Bizhub 364e Almost no copy on sheet

Got this machine in the shop yesterday and got it cleaned up and hooked up the finisher and all that but when I went to make copies or prints there is pretty much nothing on the sheet it is very light you really cant even see it on the samples its so light. The test pages that came with it were fine any ideas whats going on here? Looks like could be something charge related i suppose. also don't see any damage from shipping or anything either.

Just and update that I swapped out DV tanks and it solved the issue don't know what happened on its way here but something did
