BizHub C300 Dried Toner Clumps on Drum

Servicing a C300 that has a line about a 1/16" buildup of dried toner on the drum, all else copies good.
What can I use to safely remove this without damaging the drum (which is fairly new)
    Any advise will help.

Yes you can clean transfer belt with the "99%" alcohol. Rubbing alcohol has too much water in it. After you clean Trans belt the first several prints may have some quality defects from cleaning but will go away after several pages are run.
