Do they have any form authentication enabled?
In my experience, 90% of the times a machine gave a scan to mail job "Job Complete", but the user does not receive any email it was for the same reason.
Fix:
On newer firmware versions:
Network > E-mail settings > e-mail TX > be sure to set "Change From Address Setting" to "Fix administrator address"
On older firmware versions:
Security > Restrict user access > be sure to set "Change From Address Setting" to "Fix administrator address"
Often, I've had this problem on machines with authentication enabled or with ones that had it enabled in the past.
With the value set to "Login user address", I was having the same problem as yours.
Given that with a USB backup, this setting should be imported... but maybe with different firmware versions it didn't
It's a check so easy that it may be worth giving it a shot.
