[Misc] Konica AP C3070 Scan button grayed out

The scan button on the top right corner of the screen is grayed out and I cannot access the scan functionality; we had the scan running before but now is suddenly grayed out.
I have checked DIPSW 2-0 and 18-7, all normal. I have checked that the scan store mode is not set to HDD so I'm quite certain that the HDD is not full.

Any other ideas?

Scanning is often tied to type of controller installed, does it have the IC controller or a Fiery?

This will sound dumb but is the following dipsw set correctly?
40-7 IC-605 controller connection (Default settings for
C3080, C3070, C3070L: 1, for C3080P, C83hc,
C3070P, C73hc: 0)
· Function: Switches the connections of the KM
controllers and the outsourced controllers.
· Usage: Select "0" on this setting when you
connect IC-313, IC-314, or IC-417. Select "1"
when you connect the IC-605.
• 0: Not connected
• 1: Connected

Yes it is correct I just checked it. the machine prints perfectly fine, but only scan button is grayed out.
