Did you used a new drum with new chip for testing? Same goes for the dev - was it a refurbed one or new with chip?
If the consumable counters are hight but the units are actually new or kind of new you'll end up in these kind of image problems
because the MFP is working with the wrong voltages.

You can also take a look at the voltages and see if there's something odd yellow-related.

What happen if you increase the image background adjust under image processing in service mode background.
If it clears it up it could be aging compensation and like Gift mentioned the units needs to be reset.

On these machines if you don't chip them and replace the drum the charge and blade you get a background that magically goes away when you reset the unit.
