Can anyone help me with this error?

The customer actually dropped the K image unit and dumped toner everywhere. After cleaning up the area and reinserting the image unit, the error occurred.

The image unit has probably lost some developer as well as the toner and will need to be replaced.

Do think it may be possible to clean the unit and "recharge" it with toner?

Its the developer contained in the unit that has spilled, in simple terms this mixes with the toner to create the copied image. There is no way to recharge the unit with developer (as far as I know) and even if you could I think the unit would have been damaged internally by being dropped. I`m afraid to say that a replacement is your only option.
