I don't know why you'd want to mess with SW8-2, but if the SW3-1 to 0 doesn't solve your problem, then you have a physical problem on your fusing unit. It could be a bad thermostat, bad temperature sensors, bad fusing lamps, even a bad connection between your fuser and the machine.
You must check it out, or, if you don't know how, call a tech.
