          Check this:

          DESCRIPTION: F23 while copying.
          CAUSE: F23 is a toner add failure which may be caused by the recycle toner collection pipe not properly aligned to the developer unit.
          SOLUTION: Inspect the alignment; correct if necessary.

              If I remember correctly it was very common for the little white gears on the Dev assembly toner mixing, to wear down and stop turning. This would cause toner to back up in the toner delivery tube. If you slide the dev assembly out and see the hole where toner enters packed this is likely the cause.
