[CQ] C250 yellow does not fade

Working on a machine when run yellow gradation it seems to be either 100% or off. For example print grid test and it looks perfect but when the machine tries to print at 90% it looks like 100% but when it gets to be between 60% and 20% it looks like mountains sometimes it decides to put something down sometimes it doesn't. Brand new image unit old one did same thing. all other colors work perfectly. Any suggestions on what this could Be thanks in advance

At first blush, it sounds like a LPH. (But that's just consulting mush between my ears.)
Please list what you have done thus far, aside from replacing IU, in effort to fix the problem.
