What have you done so far? =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

It seems like motor works. I changed it from mode 1 to default of mode 0. I should have put it into mode 2 (large) but it seemed to be running fine. Just slow on black sky shots. Is it possible that the developer or developer housing is causing this? There is no error. And I haven't seen the waiting forever problem yet. This is all from the customer. So, if the problem returns. I will dig much deeper. I also changed end of toner life from default of 3 to 5.

I've come across a few toner cartridges that would not feed out the toner.

Perhaps the toner was compacted. Perhaps it was stored in a high temperature environment. Regardless, the agitator would not turn until I took the cartridge out behind the dumpster in beat it against the ground until the agitator would turn. There were some toner rocks in the first bit that fed out. After that it was fine. =^..^=

the earlier control system was design only to anticipate developer and toner ratio to be consistent. They did not anticipate massive developer loss with Saturn series as often as it did.

what happens is that the system only knows to correct the ratio one way, to add and remove toner. But when theres developer loss beyond desired set point (u155, value 502). The machine gets into cyclical behavior of adding, and dumping toner(check waste toner, it will reflect the developer in question) at the same time ejecting developer particles as side effect so the ratio never gets reached. so instead of fixing the problem, it throws the system in recovery in the wrong direction.

since the toner and developer ratio is beyond repair, it became unusable. sometimes bad sensor can induce this as well.

But! if you catch it early enough, take the the dev out and give it a good side to side shake may save it tho rarely i was successful.

Second blackcat on the toner clumping, clogging. Had this problem with another model and suspected dev sensor, dev ect. the toner was about half full and did not suspect i performed a blackcat method, but carefully though as that sh t loves your clothes and makes a mess. open the toner exit port and prod around to break up any hardened clumps that may be blocking the hole.
or just try another toner and shake well before installing it.
