Check/replace the duplex PWB. Sometimes toner dusting will cause the board to provide erroneous readings and cleaning it will correct the problem. But in most of the cases we have run up against replacing the board has solved this problem. It is a relatively small board located at the RH rear side of the machine, a note of caution when removing/re-installing the PWB do not over tighten the screws, the board is easily cracked and hence made unusable. Hope this helps.

Is the developing unit completely full of toner to the top? =^..^=
If you'd like a serious answer to your request:
      1) demonstrate that you've read the manual
      2) demonstrate that you made some attempt to fix it.
      3) if you're going to ask about jams include the jam code.
      4) if you're going to ask about an error code include the error code.
      5) You are the person onsite. Only you can make observations.

I can think of one possibility:

          1) perhaps one of the developing unit contacts is not making a good connection. On this model the level in the toner hopper is measured by an antenna contact in the developing unit, which measures how much of the developer bias current is being conducted through the toner. If developer bias is absent or the antenna disconnected, the developing unit will not detect full, and continue adding toner.

I've the toner add had mechanism go bad, if I remember, it ws plastic tan, on the side of a gear was found broken off. So toner never gets to actually add toner. I doret if ist
part of the toner otr or not. comes out preety easy to access motor/and or toner add gear/drive assem.
            good luck mate
