Right off the top of my head, it seems you have a problem with the scanner assembly. The part that makes light to reflect off the original and the part that sends the reflected light to the machine to be made in to information for the reproduction possess. From the look of the pictures, it seems the bad areas are in the same spot.
Have you removed the glass and deep cleaned the optics?
Under the glass there is white reference tape. Is that clean?
It looks like this scanner has an optical array. Is that super clean?
If you can get the lamp to come on, is the light even all the way across?
if you disconnect the scanner wire (ribbon?) and reconnect it, do you get a change of state?
