    Lets go deeper, shall we.

I got the PDF, zoomed in. It looks like the charge is not absolute on the drum, white space is suppose to be pure white(with 1 or 2 dots maybe, but this is too much) and lettering is suppose to be solid with consistent patterns. I would turn the machine off, take off front panel and measure the resistance between the drum shaft(the tip is exposed after the panel is removed) and the chasis to check for grounding. The reading you want is <25 ohms. Check all the drums, they should have similar reading. I had a voyager K drum read 1_____ instead of ____0 ohms on the meter, that's what you dont want. The theory is if the drum is not properly grounded, then the surface potential might not be even and you get these pockets of voltage potentials that might repel or recieve toner when they're not suppose to. Or~! for the lack of simpler expression, you get noise in the system.(pls, no Ghost in the Shell)

Please do correct me if or where I'm incorrect.(you could even post "blasphemy" if you want )

If it doesnt improve after you've done the u464 as suggested by Blackcat, you can always try swapping out the DLP units.
