Perhaps the working machine has a relay connector set up on the exchange server and the other machine doesn't?

Friend open the back cover and you can see the NIC scanner card near the HDD.JUST take from the working machine C-3232E and install in this machine and check after the settings.we exactly faced the same problem and solved after changing NIC.It looks very strange that only scan to email function not working but scan to folder working fine .but we solved it changing NIC..
Part number for NIC is...... 3JR01011

You need to press IT for accurate credentials. Quite often, I've had IT personnel tell me that there is authentication required, then it works without, or vice-versa. Also use IP address for the email server to avoid DNS problems or time delays of resolving to the address. If you ping the host name, the IP address will be displayed.
You'll need:
SMTP Server hostname or IP address (preferably IP address)
Port Number
Authentication: Yes or No
If Yes: Valid Username and Password (preferable a password that will not need to be updated periodically)
Also, you will need to enter a senders email address with a valid domain, for example: scanner@copytechnet.com
This NIC card is not SSL compatible. You'll have to use a non-SSL Email Server.

2. Go to Authentication and ensure that only "Externally Secured (for example, with IPsec)" is ticked
3. Go to the Permission Groups tab and make sure that only "Exchange Servers" is ticked and then click OK
This will work for any brand of copier as they all use SMTP Relaying with by default in the new versions of Exchange, is disabled and only enabled on a case by case basis.
The other way around this with exchange is to have a mailbox setup and attached to users and then enter in all the credentials for that account into the copier. Alot harder, but works none the less.
