Are we maybe talking about the donut dots? Tiny specks of magenta, cyan, yellow, and/or black with a pattern that re-occurs at 96.75mm intervals? For whichever color the dots are, the primary charge roller has arced to that drum in millions of tiny places.
First:
1) identify the color of the specks.
2) replace those drum unit(s)
3) upgrade firmware to version 11 or higher, I believe we're currently at version 13.
4) perform color calibration.

1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

It could be that the motor that powers the transfer belt cleaning assembly is dead. An easy way to check this is to see if the MP tray works or not, as both are powered by the same motor.If at first you don't succeed, redefine successComment

So it's not one of the DLP units going bad?
The troubleshooting guide for this series from Kyocera states to perform AC calibration(s)
and if that doesn't work, replace the DLP unit associated with it's respective dot errors, etc...
I've been working on alot of 300ci's lately and the more reading I do about them, the more
troublesome this series seems.
