By design, the upper sleeve only has toner when it's needed. It's the lower developing sleeve you need to check. There are only a couple of possibilities.
1) magenta developing unit has got dead developer, or has stopped turning because it's seized,
2) Color Developer Drive Gear Z54L/Z26L which drives all the color developing units is missing some teeth, so none of the color developing units is turning. Magenta was just the randomly first one to need toner.

The second situation is usually easier to identify. The loud gear gnashing usually gives it away. First check to see if any of the color developing units is seized, that might cause the gear to break. Use your custom made drive tool to spin each unit.
What custom made drive tool, you ask? Next time you have a scrap color developing unit harvest the drive coupler. It will exactly mate with the one on your other color developing units. Attach it to a handle and you'll get something like this. It's the center one in the picture. The one on the top is for the cleaning unit drive. Both tools worked interchangeable to my surprise:

Once you've identified any seized developing units, put them first on your parts order list. Hear the gear gnashing? You should probably make sure it's the developer drive gear. Remove the back cover, and the two far left drum drive motors (as you are looking at the back of the machine). That will reveal the color developing motor. Just rotate the flywheel to confirm the gear skipping. If you are really curious you can remove the motor and look at a partial view of the inner gear, but you'll get another chance when you return with the gears.

"What do you mean gears, I thought you said one gear?" Well yes, one gear has failed, but two more are very close to failing about the same time. The inner bore of the other two gears will oval out at the far left of the main drive pack driving the transfer belt and MP tray, and start to growl also. You'll want:
(1) 302FZ31401 Color Developer Drive Gear Z54L/Z26L
(2) 302KY31020 Gear 50T, Main Drive
You'll want to disassemble the main drive unit, and clean each gear and shaft, then lubricate each shaft with light oil like Triflow. Keep in mind that each shaft has a "D" shaped end into the plastic end of the assembly, so make sure that each shaft is individually properly seated or it won't assemble. There are no timed gear combinations, but it's a little awkward to keep the 25+ gears and shafts all in place while fitting the metal cover.

Whenever you examine the color developing units, always use your custom drive tool to rotate the mag roller, and see that it turns relatively freely. I have gotten new developing units that have been improperly stored on end, that were seized, and upon startup immediately shattered the color developer drive gear. Let me tell you, that's a really bad feeling when you just spent 3 hours PMing your machine, and now you've got a lot more work, or leave them down.

Allocate 3 1/2 hours to repair or replace the main drive unit, and properly clean the cavity (if you're familiar with the machine, longer if you are not), and 1 hour to calibrate. This is a big project. If it's your first time take the camera and a friend to help you remember where everything goes.

Now a qualifier: If your machine has over 1M clicks don't bother repairing the main drive assembly, replace it. It will be in too bad condition to repair. Main Drive Assembly: 302JD93031
This won't save you much time, but it will save some struggling. I even wrote a procedure for the sister VoyagerE model CS-C4035E.
