If 30 manual adjustments won't work, I'd guess the 31st time will also fail. Make sure the firmware is up-to-date. If only cyan is out, then replace the cyan drum kit, and do all adjustments.

Sounds like a laser issue, have replaced a couple recently due to the registration being out. When you do the auto registration is the cyan box even all the way around the test pattern?

It also depends if the error is in the main scan or sub scan direction. Main Scan -> Laser problem, Sub Scan -> Drum problem.

If it's a drum issue and you switch drums, after registration adjustments, the error should move also.

I'm sure that the lasers on this model are all seperate units and are interchangable. You can always swap the cyan laser with the magenta just to make 100% sure? However, it does sound more than likely that's the issue.
