Does anybody know where I can get theis board repaired other than Panasonic. Hytec said they do not repair them and Panasonic wants an arm and a leg. The board causes an E5-02. Thanks

Did you check the connections on the LVPS before you came to the conclusion that the EC PCB was bad? As far as getting board replacements from my experiences Panasonic is the only boards that I'll ever use. Third party boards can be hit or miss and its not worth the risk when dealing with those problems because a bad board can cause another board to go bad.
For the ECPCB E5-02 I would check the power output from the LVPS to CN519 there might be a pin that is not fully connected in the harness. -
I know it is the EC board I took one out a a floor model and now need to get this one repaired.Comment
