If paper size is correct, then get your F6-04(printer registration) and F6-07 (leading edge void) back to 0 and check again. Did the void change?

Below is a bulletin that panasonic has for hv leak, this should be done. Just remove the fly wheel at the back ,get a piece of copper insulated wire and attach it the the frame. you don't have to buy the items listed there.
GO to f5-14 and check all your paper sizes and make sure they are correct. also remove the tray and check the guides, that the are not broken and out of alignmentIf that fails go to f6 and record the 21 and 26 values and then do shipment set from f9 -6-3 choose not to reset counters.
after shipment set, go back and check the f5-14 paper size. and check f6 21 and 26 has not change, if they do then put them back.
the machine should print ok now. fine adustment for registration ect, someone else will have to help you. Note--- rebooting is caused by the hv leak.

Is this the tech bulletin you refering to?
On these copiers, ghost immages can also be caused by old drum/blade, or dirty heat roller due to non oem toner. also the charge corona can leave marks too.
