Had a similar problem recently. Customer called for light copies but said the machine printed OK. Printing the Counter Page showed that copies and prints were both light. Looking at the lower display it showed all 4 toner cartridges at FULL. This machine was an older C3000 (the chances of all four cartridges being full at the same time are slim). Further investigation showed that a prior tech (also, no longer with us) had turned SP 3045 (Toner End Detection to 1 - which is OFF). Basically, the machine was starved for toner, but couldn't signal it was out of toner. You may want to check this (the same tech did the same thing on another machine to me so this call did not take me by surprise).

have you cleaned the ID sensors and run process control, what your PMs at for developer recommended 160k most go way over that. I know they say the transfer belt should last as long as the machine but the machines lifetime is like 1 million if your over that then most EM parts are past their lifespan. On these models poor voltage i usually see things like stripes, digitized images, shading of the page. I dont get many that are free of any other defect besides faded out as a voltage issue, usually its worn out PM parts, and cleaning.
