Yes, I have manually removed the I/O device and added it to the new server. OS is Windows 2003.

ok that's a good start.... find a laptop or another workstation and do the test; preferably xp. If you are able to get scanrouter working; you will need to review some of the security protocols of the 2003 server that may be producing this. While you test the workstation; take a look at your event logs for applications and system and filter only the warning and errors there may be something there that can shed some light.
