You'd be best doing SRA3 booklets and trimming them to size.
It's 106 miles to Chicago. We've got a full tank of gas, half a pack of cigarettes, it's dark and we're wearing sunglasses.

    Hit it.

You have to leave some leading edge white space for the fuser or the paper will stick to it. Going to the edge of the sides and trailing edge is the best you'll likely get. Even the four color printing press we have doesn't do all four edges.

I believe printing on oversize paper and then cutting to the desired size is the industry standard.

You can use SP 2103-003 and 004 to adjust the left and right margin erase. DO NOT change the lead edge erase to less than 2mm or you WILL get fusing exit jams. If you are doing 2-sided, the same applies to the trail edge. It you are doing full bleed color, do not set to less than the default of 4.2mm.

You have to print on larger paper and cut it down

It just means that the driver itself is not going to add a border to the document.

You could always use the guillotine on the salesman who told them it would do true edge-to-edge.

If the client is big enough, this may be a good chance to look at some automatic slitter/cutter/creaser options that are about, we have a few DUPLO machines in the field that are pretty neat.

Quick method is to set lead and trail edge erase margin to 0 then have the customer try to run 10 full bleed color prints without jamming.
