Is the panel at the back of the black pcu and dev unit installed correctly? Does look drum related but those speckles at the top of the scanned image could be because the ITB isn't cleaning properly.
Maybe try doing single colour full page prints to see if you can narrow it down to a specific drum unit. If they all have the same marks it could be the itb. Do keep in mind that the black drum is in contact with the itb at all times though
Yeah looks like the image transfer belt could be the issue. If it was the fuser, the image would still be on the page and you could wipe it off with a finger. Is it possible the ITB has a tear in it?
When you changed the belt did you make sure to have the "number on edge" towards rear side?
Also when changing those belts or cleaning units, we usually powder on some yellow toner a few inches wide just to the right of the cleaning unit (when viewed from front) as a lubricant, and then give the belt a spin for a full rotation to prevent the blade from turning up.

It would have thrown a service code code if it wasn't.
The loss of image on one side only coupled with having some wrinkles almost has to be the PTR not making proper contact with the ITB. There are a number of threads that deal with PTR problems.

Gets my vote, seen this several times. The bracket for PTR is dislocated.
