    admin right

This is an office with 1 computer in a model home, a major builder with a lot of subdivisions around the city . I guess the IT had gray out the " Local printer attached to this computer ". so they just want you search for network printer to install, I can not locally install printer driver. Is there a way to disable this block. PC used windows XP professional 2002. I tried to log out and log in but still have not admin right.

You'll need to get that administrative login before you can do anything. It is the customers responsibility to provide you with this information, so don't sweat it. They can't expect you to hack into their server. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

You must have admin rights to install a printer locally, or at least have the specific right added to your login. The user name that you're logging in with simply doesn't currently have it.

You'll need to contact the IT person to resolve this. Maybe he or she can login remotely for you to add the driver; I've needed to do this a few times in an environment such as yours.

I think the last time was in a 2 person construction trailer where the users had limited rights. The admin from the parent company logged in remotely to allow me to install the driver that we needed.

Once the driver was installed, he logged off, the users logged back in, and life was good.
