    Check the following:

    Paper and transfer roller: I've seen cheap paper and also damp paper in humid environments cause ghosting before. The transfer roller may also be shot, though this usually gives you laser looking spots.

    Pressure Roller: you said there's a new heat tube, but if the pressure roller isn't applying enough oomph it will cause issues. Depending on the number of clicks, also check the bushings for the press roller, they're plastic and tend to wear down over time.

        If the fuser isn't the problem, check the toner situation. Is it oem or generic?

            If you open the side cover when the paper is at the drum position you can easily see if the ghosting is drum related or fuser related.
