Don't see a lot of toner backed up in the toner hopper another reason which makes me think the bottle isn't turning. Also even
if you remove the front door and brown front cover you still can't see the bottle buried in some sort of frame around it.

In that case you need to know for certain whether it's turning or not. I bet it is though!

That's right and this thread offered various ways to figure out hot to determine if the bottle is turning or not - all in all there's no rocket science necessary. Maybe try output check with the pcu removed or whatever mark the bottle, have a drink.....

Dude take out the toner bottle and unit shine torch activate door switch with screw driver and enter forced toner supply mode in sp mode and check if toner supply motor at the rear of machine is turning

Hi, I can tell you that the toner bottle is turning when you enter forced supply mode (and your machine is going to be over toned) though I haven't seen the machine you working on. I have had a problem like this on a 3045 only to find that someone had switched one of the dip switches on the controller, now to get to the 2045 after I had sorted out the 3045 about 3 weeks later a 2045 came up with same problem but 3045 fix didn't work. What I did note is when you close the cover machine does not recognise that you have changed toner, I've changed door switches swapped IOB tested the controller on another machine worked nicely. What I did notice though is the first time I changed the IOB machine did note toner change and displayed adding toner please wait, but after that threw an error code sc350 which is load or motor fault for dev unit (or something like that can't remember exactly). Changed the dev unit drive and motor that drives unfortunately I no longer have a spare IOB to check if I'm on the right track. I suspect that the load from the dev unit area might have caused the second IOB to develop the same fault. So i guess what I'm trying to say is check if you machine is showing load toner after you open and close cover of course keeping in mind about what Gift said 2) check load on dev drive then try an IOB. Please give feed back as I am still looking for a fix for this problem if I manage to sort it out before you do will post the fix

Does say please wait loading toner when front door is opened and closed. Since I can't see the bottle even when removing front cover,cause covered
by frame, not sure if its turning, but when I put it in service mode and do a forced toner feed, it sounds different( hear a clicking noise) which makes
me think the bottle is turning in this mode, but not when I do a normal toner load by opening and closing the front door. Now I'm beginning to think
that there is a problem with a toner density sensor not working properly. Yes, NO; not sure on this machine what tells toner motor to cycle, but assume has something to do with toner density sensor and IO board.

Although the motor may not turn under load.

Make sure you have 2045 toner 3110d in the machine. 1045 toner fits, but bottle won t turn.

Servicing these machines properly fixes 95% of faults on them, therefore I can say with a similar level of certainty that your problem lies in the hopper not allowing toner to be delivered to the dev unit via the chute in the PCU.

Therefore, strip and service the hopper and make sure that the paddles, which regularly fall off, are still attached.

I'll add something,

Unless I missed it, I still haven't read that you (Will) actually pulled the hopper apart and determined that the mylar paddles are still attached. This is the number one reason for this condition. If you need to observe the toner bottle turning, remove the top inner cover (and bridge unit if equipped). This will allow you unfettered access to the entire unit.
As Gift stated, a less common cause is a flaky interlock. But Gift is correct in that you would not get a 'loading toner' condition if that was the case, so I throw my hat in the ring with Llama God on it being the paddles falling off. Part #A2323240

The clicking noise could be the toner bottle drive gear popping against the bottle fitting because it doesn't fit.

Take the hopper out and try to turn the motor with the bottle. If it fits you will feel resistance from the motor. If it doesn't you will feel it slip and pop.

I guess it could be the wrong bottle if using non OEM toner. I've seen it where they use a similar bottle from a different generation machine but the molding on the bottom is different, causing it not to engage the drive chuck. Could also be the hopper is is overfilled, stalling the inner chuck that has the paddles.

X3 on the mylar paddles falling off. I've seen this too many times.
