U won't believe, the problem solved over night so far is working with no problems.
Things wich didn't solved the problem:
1. poly motor / mirorrs was cleaned
2. drum was changed
3. dev roler was cleaned / changed with entire dev unit
4. power supply was changed
5. no sc 3x.
6. the copier was standing straight.
What about the transfer unit, has that been rebuilt or replaced? I have a feeling one of the arms which holds the transfer roller is broken

The door that holds the transfer unit, one of the hinges is snapped and his not holding the transfer unit flush to the drum....
Might want to check the drum ground, too. If the drum ground isn't good that can cause a bunch of goofy problems, and I seem to remember that the 35/45 CPM machines were kind of prone to that for a while.

Was checked, the problem is the ground from dev unit at this machine, at drum (charge ground) i never had problems with it.

I just reread this discussion, and my reply was off topic. Sorry about that.
Also, it sounds like the problem is no longer an issue. Hope that is the case. That sounds like there was a chance it was contamination of the recycled toner from the drum unit (excess paper dust, pet hair, etc) clogging the gap between the developer roller and the "doctor blade", which would prevent the proper amount of developer from coating the developer roller.
