You could start by cleaning the take-up roller and feed belt. If the helps considerably, then it is time to consider replacing the two roller and belt for the feed assembly.

If the problem persist, there are needle bearings, clutches and other parts that may need to replaced. Hard to tell exactly without being able to see where the paper is hanging up.

Exactly the order I would go about things. It also may be necessary to disassemble the components of the original path and clean the crud out of that area. Not a pleasant task, but straight forward enough to be done with the mind on hold.

If you have replaced the rubber, It is probably a one-way, but I would start by looking at the original jam history in 7507-11~20 and see where the machine is looking at for a jam.
Also there is a one-way in the feed belt roller that ofter slips and causes feed problems. Check the history tho so you arent chasing your tail.

those oneway bearings (clutches) are know for failing.... try to replace them and be sure the belt & rollers are cleaned

If you think that the motors are too slow or too fast, adjust them with SP6016

Other board? The ADF is only controlled by the single board in the ADF. I think something is binding. Maybe the belt drive rollers or the belt itself.
Try running the motors without a load on them, like take off the belt or disconnect the drive belt to the transport roller. Like that.

Have you tried removing the transport belt and checking for freedom of movement? While you have the belt out, check for ease of rotation of the transport motor. You could try running ....... I'm confused about your reference to "SP 5804-003;004" ....... SP6008-003, 004 with no/reduced load. I've had way more bushings and bearings load up and seize up than motors go by themselves.
