If that machine is making too few prints, you might try adjusting the toner feed time. It is somewhere in SP2, close to the forced toner feed setting you used, I don't remember the exact SP mode, sorry about that.
On older models of that chassis, the value of that SP mode needed to be reduced to make toner feed time longer to make up for the lack of expected prints. I'm fairly certain that if your machine isn't being used enough that should work for your machine, too.

do forced toner supply 2 times and then, if the developer is not too old, do 2801-001 again. worked for me.
      hope this helps

When you replaced developer did you clean the toner holes. When you seperate the toner casing and developer unit and open it like a lid there are holes in the bottom of the toner casing where toner comes through, make sure those are cleaned so they are all allowing toner to come through. Also check the plastic mylars in the toner seperation. At the front of the toner unit there are 3 screws to remove the seperation thing a lot of times the mylars come off and this part needs to be replaced.

Also check when the last time a drum was replaced, these go for a pretty long time so many times the developer, blade, and corona are replaced and no one checks the drum time. If all those check out then I would also try the above suggestions as well. I only suggest these because if it is a problem in the hopper or drum doing the above posts would probably only help for a short time.

Did you initialize the developer the sp 2801-001 ? I assume you did but figure its worth asking.
