9025b no feed jam

Hello, I have a D018 (Savin 9025b) that is coming up with a tray 1 no feed jam (003). I have figured out what is causing this however I don't know how to fix it. When the tray is out of paper it still thinks there is paper in it. I have replaced the paper end sensor and swapped all components from tray 2 which works like it's supposed to. I don't know what else to try. Any suggestions would be very much appreciated.

Did you check in the back for the paper tray switch that gets knocked out of place?

Yes I did. When the tray has paper in it, it feeds beautifully. The problem happens when the tray runs out of paper and still senses paper in the tray. It basically tries to feed nothing.

Check the paper end feeler. If it is not properly mounted, it will not drop into the slot in the lift pan. The machine will see this as paper in the tray.

Kind of an off the wall suggestion - check user tools to see if the tray is set up correctly.
