    DIP Switch settings:

    2-Hole Punch (Japan) 1: OFF 2: ON
    4-Hole Punch (Overseas) 1: ON 2: ON

You have not specified the finisher and MFP models that the punch unit is being used with. DIP switch settings are usually in the MFP or finisher service manual.

The US version of the hole punch unit is probably different.

Letter size would commonly be hole punched with 2 or 3 holes, but probably not 4 holes as Letter is shorter than A4.

From an alternative support resource, not the service manuals.
