    Which attached picture? =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

I can see a few things in your picture:
        1) Your images do not seem to have excessively heavy fill at the leading edge. Is duplex worse than simplex?
        2) It seems to catching the center claw, and I see a few rotational lines on the heat roller. Is the fuser roller coating worn through? Claw(s) blunted? Has the web dried out?

There are things I won't be able to see in your picture:
        1) How much leading edge and trailing edge void?
        2) Are you experiencing excessive paper curl? If yes, does your enduser consistently load the paper a certain way? Do you have compensations to counter paper curl?

        What jam codes?

That should get you started. =^..^=

does your stripper pawls are new? AE04 4067?
fix the customer first then fix the machine... its simple and makes life more easy.

When you rebuild the fuser, do it with the pressure release levers flipped down for no pressure. That way the fuser gets "tightened down" when square. Then apply pressure before re-installing fuser.

check the springs or however those finger are kept down. do they have individual spirngs for each finger ? lift each finger with small knife of pointed object and check the spring tension on each. swap the center spring for one on the end or replace the springs. maybe that spring in the center is weak and not sitting firm on the roller

I have to agree with subaro. It looks to me like the center pawl might not be contacting the hot roller. Either the spring is bad or missing or the stripper frame is warped.

Many times I have seen this problem and solved by cleaning the axes of the small round pieces that come together to nails, these are filled with toner and do not rotate. in the photo you are using but seem clean.

If the jam happens at the same stripper every time, remove the stripper permanently. You only need 2-3 strippers in a 5 stripper set, for it to work :-D

First one question, the stripper are original??.I had exact the same problem with non original strippers, changed with originals and no more Jam 21........

                          Dear
P as per jam 21 is also occurs due to the dirty paper guide. Clean both guides by alcohol can remove your problem.

                          Thanks
