Make sure the line type is set correctly (tone/pulse), check that you have the phone line in the "LINE" jack and check the voltage one the phone line. If the standby and ring voltages are not high enough the fax will not pick up or dial out.

Samir: No, not again. I... why does it say paper jam when there is no paper jam? I swear to God, one of these days, I just kick this piece of shit out the window.

What error codes are you getting?
You may just have to increase the attenuation.
Does the machine work in the shop?
Why do they call it common sense?

If it were common, wouldn't everyone have it?

Make sure the phone line run is as short as possible and the phone cord is not coiled up. If the phone cord runs through a surge suppressor try bypassing it. You may also turn off ECM.

make sure there is there is no dsl (internet) running on the fax line. It is common for companies to share fax and dsl on the same line. If so put a dsl filter on the line connection cable

            Also...

Make sure you've got the correct type of fax cable, this has caught me out a few times, fax cables aren't interchangeable between machines!
It's 106 miles to Chicago. We've got a full tank of gas, half a pack of cigarettes, it's dark and we're wearing sunglasses.

            Hit it.
