Could be the laser unit. Are there bands of developer on the drums? Is there developer in the waste box?

Calibrate the LSU and check the sponge on the waste if it is presed to much it can cause you problems a second ground witch will suck all your dev in the waste box

Just change out the process unit and your developer issue will be fixed. You could maintenance the process unit but the problem could come back.

Your charge units are arcing, most likely contaminated with toner. Just posted a similar answer on another thread but with effectively no charge on the drum surface, the dev gets stripped off the cylinder, onto the drum and then cleaned off into the waste box.
