Check the solder connections on the dc power supply. The Cougars had a problem with the power transistors attached to the heat sinks.

Yep, gotta agree with Zootech yet again.

A dry solder joint will do this. Take out the power supply units and carefully check everything.

Before you pull the power supply, make sure that you're getting 120 VAC to the power supply. A blown surge suppressor could be a very simple cause.

It's extremely common on Cougars to get cold solder joints on the DC power supply.

Where I was working, the other techs asked me to do the soldering. On these occasions, I'd give the other tech a 15 minute lead time. By the time I arrived the power supply was sitting on table waiting for the re-touch. Nine times out of ten, re-touching the cold solder joints on the power supply resurrected the machine.

Re-solder any cold solder joints at IC753, D751, D754, Q754, D771, & ears on the copper heat sink panels. Or replace DC power supply (CPWBF1386FC31).

Another rare possibility is a temporary 5V short in the SPF. Power can be restored by unplugging the SPF or the red LED can be restored by unplugging CN704 (pin 30: 5V to SPF) on the DC power supply. Reseated connectors on SPF controller. While attempting to track down the short SPF function returned (my guess is the white belt drive motor). This never came back. =^..^=
If you'd like a serious answer to your request:
            1) demonstrate that you've read the manual
            2) demonstrate that you made some attempt to fix it.
            3) if you're going to ask about jams include the jam code.
            4) if you're going to ask about an error code include the error code.
            5) You are the person onsite. Only you can make observations.
