The circling stars usually means a bad hard drive, but disconnecting from the network would certainly do nothing to improve your hard drive. Are you sure that it functions fine as a stand alone copier with the network line disconnected? Does it print OK when it does power up?
You may have two distinct problems:
    1) Bad hard drive for circling stars/won't boot up.
    2) Bad AR-PB2A Print card (and good luck finding one).
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

        I'm still seeing stars....

I'm still leaning towards the hard drive. I have had a few of these go intermittent, and a reformat will get you a few days (but only a few days).
