Sharp AR-156 background problem:

I have a Sharp AR-156 copier that has background all over the copy. Have cleaned laser, new drum, checked bias and transfer voltages, but no luck. This machine has 47,000 copies.Could it be the developer is bad? HELP!

i would have started with the developer first . but yes sounds like it. the laser will make light copies.
