Have you tried hooking a cheap analog phone up and calling the number. If you get dead air on the phone I would guess that it is the wrong phone. If it works then I would suspect bad fax unit. If it phone # is bad call your cell phone and check number, if it is going thru a PBX you will get the main number of the PBX not the fax line.
It is plugged into the TEL port or you are using a 4 line cord as opposed to the 2 line cord that comes with the kit.
I've also seen this symptom if the MM9 is plugged into the wrong slot. The correct slot is stamped on the MFP board, but the older machines had the MM9 in the bottom slot,
now it's installed in the slot just below the Boot/Main ROMs. If installing option from memory, and not paying attention, the MM9 could be put in the wrong slot.

I'm with Brewster67. With it sending out fine, I'm less likely to believe it is the fax PWB. I would get the cheap phone and test.
Try calling cell phone and get caller ID. If you receive fax number, try calling it and see if cheap phone rings. If it does, most likely fax PWB. If not, it could be PBX or phone company. If your client has changed phone providers or is a new business, it may be the provisioning behind the seen.
My experience with the memory in the wrong slot is that it would not send out and the memory shows as 0% and not 100%.
The tools of choice are that analog phone set and your cellphone.
When you dial the fax number does it ring at the analog phone? If you pick up can you hear something?
When you dial the cell number does it ring at the cell? If you pick up can you hear something?
9.9 times out of 10 it's the phone service. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

Yep. Our warehouse made this mistake all the time. Luckily, the new ones have an SD card for fax.
You can verify it is installed with SIM 22-10. If it says none next to Fax Memory, it is not installed properly.
I installed a cheap portable fax next to the MX453N and it both sent and received. The 453 will fax out but does not answer when the modem rings. Since I had another 453 machine in the facility I took it's fax module to trouble shoot. I got the exact same response; send but not receive.

The customer was waiting for a faxed doc from another department and when they called to ask where the fax doc was the other department said the the customer's machine was not answering.
Up to that point incoming and outgoing faxes were not an issue.
FYI. These machines are installed in a high security prison. I am severely limited as to what I can bring in to do diagnostics. No phones or computers etc. Getting a USB jump drive with firmware into the area took special permission. I am unable to use the web to change anything on the machine. Whatever I do must be done via the machine's screen.

I'm happy I don't have to deal with a prison. Sounds like they just don't want their machine to work. I'd go with what everyone else has already said.

I would contact their IT people and or their phone people. Most likely in house and inquire as to have they mad any changes to the system. Like switching to a Voip system or something of that nature. The act that neither fax box would ring is puzzling. Another possibility could be the MFP pwb.

I think Dave may be onto something with the VOIP system. Sharp fax kits are not very VOIP friendly. You can try the usual tricks like slowing the baud rate to 9600, change coding to MMR, and turning off ECM. I have had at least 2 instances were the line level was not loud enough to trigger the fax kit, both were after an analog to VOIP conversion.
The newest Sharps have a Digital Line check box which helps with VOIP systems.
Sorry for the stupid suggestion, but check for auto reception as well. Maybe volume is off and set to manual reception. Wouldn't be the first time customer changed something.
