Yes, you can change the PM display to trigger by
"0" = page counts
"1" = rotation counts
"2" = whichever triggers first
On low volume color devices you can reach the rotation count long before you reach the page count, and long before it actually needs changing. You'll need to change to "0" value for Cyan EPU PM, Yellow EPU PM, Magenta EPU PM, Cyan Developer PM, Yellow Developer PM, and Magenta Developer PM.
Another consideration is cost. If it really needs CMYK drums, DEV-FC28K-N, DEV-FC28CLR, and FR-KIT-FC35, You can run up a $3K bill very easily. This machine is going to be obsolete with the year. Do you really want to spend $3K on a machine that you can't get parts for any more?
Most likely you'll need the black drum and DEV kit, and fuser kit, minimum. And don't forget to check the heat belt foam roller bushings and bearings.
