6506 with 278k. copier only had the power light on. Power supply was cooked. Put new one on, started to boot for a couple seconds, then blew supply again. The board protected all the fuses. Any ideas?

This is the way that I would diagnosing this:
Install another new power supply, connect AC inputs but none of the outputs.
Connect the output to the system board. Power ON. If the power supply survives power OFF (and unplug) and connect one more output. Repeat. Don't worry about error codes right now, just worry about the power supply surviving (power staying ON). Eventually you will find the output that blows your power supply. Follow that one out to its terminations.
I realize that it's going to cost you two more power supplies, but in the end that's cheaper than mass replacing of boards, wiring harnesses, etc.
Were I to take a guess based on experience, I would suspect the fuser & wiring first. I can think of three occasions in which this is the result of a fuser rebuild. =^..^=If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.
