the fax sends fine but on reception it doesnt connect. it shows line connecting answers on the second ring, than nothing. two fax at my office shows a 00B0 code. i have swapped out the fax board, the line has a clean dial tone.if i connect a external phone it can dial out and recieve a call. any help is much appreciated.It is a spectrum line

Spectrum is a VOIP provider.
You are trying to convert an analog signal into a digital signal. Always a problem.
Maybe you customer should consider an ATA box to bridge the connection.
Otherwise:
FS 03-200-1
FS 03-335 -1 slows down to 14.4 kbps
Also you customer should migrate to a Cloud based fax service such as XM Fax for which Toshiba has an app on the LCD panel. XM Fax also includes XM SendSecure to securely transmit files up to 5 TB.
Copper fax lines are being phased out by most telecoms in the USA. Your customer is probably paying a high monthly recurring charge from the telco that could be largely saved.👍 1 -
Decades ago, when VoIp started to become "a thing", I had over 300 fax machines (the stand alone kind, DP-125's-DP-85's) and was having all sorts of trouble getting them to work.
The "head guy" for the telephone system of the hospital was an old "Ma Bell" guy. I spent one afternoon in his office and we went over pretty much everything his system could do
and how it worked. I worked out some changes to the 13 codes. We plugged in these codes and they started working. Heck, I still use them today even though a few of them probably
aren't needed any more.
When they leave the office, I leave them wide open and if someone complains, I just send out the codes over ECC.

13-325 = 11
13-329 = 1
13-331 = 0

13-104 = 0 DTC/LCC for PSTN Line 1
13-110 = 0 DTC/LCC for PABX Line 1
13-325 = 11 TX Attenuation V.17 Line1
13-329 = 1 Cable Equalizer for RX
13-331 = 0 Echo Measures
13-335 = 1 Modem speed 14.4k (I start with this one if there is a problem with 33.6K, but I have gone as low as 9600)
13-337 = 0 Line sound to up to Phase B (I use this for troubleshooting so I can hear the entire transmission)
13-346 = 1 Recording with declaration (I use this to make sure if someone on the TX side doesn't set the side guides, it won't back up print jobs waiting for the correct paper size)
13-391 = 0 ECM function
13-512 = 3 RTN transmission conditions (sets the error rate. I put it wide open in case there is a packet dropout)
13-569 =6 V.34 max line speed (14.4K)
13-571 = 0 Sub/Sep/Pswd
13-618 = 6 V.34 Max line speed RX (14.4k)
13-574 = 1 Compression for MH,MR,MMR,JBIg (I just use MH/MR)
