ECC cloud issues with newer EB3 models

Anyone else having issues with the Toshiba cloud?
Create a new machine before it is activated, policey will not apply.
Random times after machine becomes "active" but not registered, it
will not allow the firmware update policy to be applied. Also, even
if you register it, and it is active, it won't allow the policy to be applied.
Sometimes, if you wait a few days, it may or may not allow the policy to
    be applied.
Doesn't matter if it is an E300/400, 3525/4525 or the b&w versions.

I haven't had those issues myself. We don't do a lot of policy applications over ECC. I mostly use it for upgrading firmware and checking error history. But each time I've done a firmware upgrade policy it's worked and all my new installs haven't had any problems activating and reporting to ECC.
Why does every customer think they're the first one to ever say: "you've been here so much we should get you an office, ha, ha, ha"?

I've had way too many ecc(cloud) tickets. Usually the first thing I do is just verifying 08-3820 is actually set to 1. next is a network check within the admin menu/network settings. From there I ping google.com. If there is any packet loss or it just times out, I cycle dhcp to pull "new" network info. The idea being if your machine can't ping google, it cant communicate out to your servers. most of the time this does the trick. On rare occasion ill manually assign googles dns servers for primary and secondary within top access. Lastly I'll ask if they got a new router or if their internal IT made any network changes. Sometimes there is a policy within virus/spam/malware software or Group Policy that kills this process in which case, you'll have to whitelist ecc or the port is uses
