    Did You check Toshiba's procedure?:

[CF70] New toner transport motor abnormality
    (1) Check if the transport auger and paddle are not locked (no extraneous material or toner clod in
both the toner transport sections at the cleaner unit).
    (2) Is the new toner transport motor disconnected?
    (3) Check if the connector of the LGC board and connector Pins are not disconnected.
    (4) Replace the new toner transport motor.
    (5) Replace the LGC board.

    BR
I'll never ask if I didn't check user manual, service manual, parts list, BSI/TNI/TAD... web, existing threads.

Also check the harness to the motor. I have had the harness break inside and you could not tell.
And Star Trek was just a tv show...yeah right!

Make sure your developer unit is turning, if it is not then the toner will just pack up. Input gear on the DV unit is prone to wallowing out. If it has a lot of copies on the DV unit they usually start wearing out seals/bearings, etc and just generally need an overhaul to keep them turning smooth. If it has packed up because of the DV unit then in addition to fixing the DV unit you will still need to check what spock and ivovb mentioned.
I will not give you service manuals or firmware.
