Xerox Phaser 6250 jamming

1st page exits fine 2nd page jams with about 3" out of fuser. This happens every time with letter size paper. Have to turn machine off and back on to reset. Seems like machine thinks there is legal paper in tray since there is about 3 inches of 2nd page out when it jams . Legal paper exits fine with no jams. I read about a fix for fuser stall but don't know if this is the problem?
