Xerox Workcentre 7132 Bad Copy Quality

Hi everybody....

Have a problem with a xerox WC7132, We replaced all cartridges and drum and still is coming a gray shade in the copies' background in the whole page.
Does anybody knows what might be causing it?

check blade on black developer housing.
