You need PWS and WCPS Diagnostic Navigator to do that.
What's your problem ?

Just replaced the belt cleaner and the belt. I just need to reset the counter for both

There is not local UI diagnostic mode on this xerox machine. Only with WCPS Diag. Nav.
If you change the IBT belt you also need to make color registration which include belt edge learn. Otherwise you may damage the belt.
I think you have service manual for this xerox box.
