The E-701 code indicates that the printer and controller are not communicating. Typically, this is due to a problem with the controller. There is no simple solution to this problem as there are many different causes for controller problems. The others are correct in advising you to get a service manual. However, you will need the AccXES Legacy controller manual. The controller is not covered in the 8830 printer manual.

If you are not a technician, you may want to find one locally. Some of the troubleshooting for controller failures requires a knowledge of both computers and electronics.

Were you able to acquire the controller manual? As I mentioned before, troubleshooting this problem is too involved for simple suggestions on this forum. Check to be sure all voltages are coming from the power supply. What version controller do you have? This can be determined by looking at the serial number plate on the controller. The attached controllers begin with F5Y, N5T, CNG, or EV4. The stand alone controllers are HFT or PUN. Each different controller has a slightly different set of indicators which help diagnose the problem with the controller. This is where having the manual will help dramatically.
