[Error Code] WC 4150 - Toner Seal Not Removed

After several copies this 4150 gets an error message that the toner seal is not removed..tried a different toner and drum from a working copier and still get the message. Noticed that toner waste bin was completely full but there was supposed to be 32% life left in the toner cart..lots of toner in the transfer roller and at one point found one end of the drum covered in toner..the copies come out with a grey shade on the right side but that seem to improve for a bit after blowing the toner out of the transfer roller. When the error about the seal come up I can clear it and make a few more copies by opening the side door to reset the system but only get several more copies before the message comes on again.
Not sure where to go from here so any help would be appreciated. Thank you.

There is a white spring loaded gear in the back that drives the toner cartridge. It is probably not springing in and out. Pull the toner and drum out and try pressin in on the gear. It should sould spring back. If it doesn't it needs to be replaced.
