Yes is a Transfer belt error, it has two patches on the belt, sometimes the metal plate at the top of the regi chute is too close and will rub and damage the patches, needs a slight bend away from belt or on occasion if also have noise a bearing will come out of its flange which can be bent back into shape, with the belt out the sensor can be easily cleaned - sensor bar at left side

Believe this model is a wc7132 in U.S docs
I had the ITB unit out of the machine completely.
I cleaned the reg bar sensor. It does't appear to be rubbing as you say.
The ITB rubber edge tracks inside the ITB itself have perished and rubber is missing in places.
I clean the ITB best I could an placed it back in the machine.
The machine cycles fine an then throws the same original error.
What is the service code to clear the 089-311 error condition ?
